Cook pasta according to package instructions 1 minute less than al dente. Reserve about 1/2 a cup of pasta water in case you need to thin out the sauce.
Meanwhile, melt 4 tbsp butter in a medium sauce pan over medium heat. Add the flour. Whisk to combine and cook 2 minutes until starting to turn golden. Pour in whole milk and add the garlic powder, onion powder, salt, cayenne, and dry mustard. Taste and adjust seasoning as desired. Turn heat to medium high and whisk, stirring constantly, for about 5 minutes or until thick.
Turn off heat and add the freshly grated cheeses. Whisk until completely melted and smooth. Taste and add additional seasonings as desired.
Add the cooked pasta to the cheese sauce and stir well to combine. Add a little pasta water as needed if the sauce is too thick.
Transfer the mac and cheese to an oven-safe baking dish. Evenly top with the topping (instructions below) and grated parmesan cheese.
Bake for about 20 minutes or until the topping is golden brown. Keep an eye on the mac and cheese while baking to ensure the topping doesn't burn.
Topping
Add the PopCorners chips to a bag. Use a heavy-bottomed pot to crush the chips into smaller pieces.
Pour the crushed chips into the melted butter and stir to combine.
